The second of "higher" house of Parliament is the "The Council of Kingdoms". In order for Acts to pass, it must also pass through this house. Each Kingdom is allowed two councilmen. (The term councilmen is used by both genders) However, since colonies are not "Kingdoms" they are not represented at this level.
Unlike in the National Assembly, it is the Kingdom's government right to choose who represents them in the Council. However, most kingdoms give the choice to the citizens on who to represent for the kingdom in the council. In Monarchy Kingdoms, councilmen are appointed by the local monarch and a referendum is put out. Only once the referendum is approved may the councilmen be sent to the council.
